Proposed Changes to Parking Controls in the Epping Town Centre

On 26 November 2018, Council endorsed the exhibition of proposed changes to Parramatta Development Control Plan 2011 and Hornsby Development Control Plan 2013 relating to car parking controls in the Epping Town Centre.

What are the proposed changes to parking controls in the Epping Town Centre?

The proposed changes:

  • amend the car parking rates for new residential flat building development and commercial development within 800 metres of Epping Railway Station to assist with reducing the traffic impact of future development.
  • enable Council to impose conditions of consent requiring:
    • restrictions to be placed on a new apartment building’s property title regarding ‘decoupling’ of parking spaces and any future residential parking permit scheme;
    • Travel Plans.
  • expand the requirement for end-of-trip facilities so that they also apply to the Hornsby DCP area.

Relationship with Council’s Harmonisation process
Council’s Harmonising our land use planning framework Discussion Paper which is on exhibition until Monday, 4 March 2019 proposes car parking rates for development for all other development that is not commercial development or residential flat building development.

How long is the exhibition period?

The proposed DCP changes and supporting information are being exhibited from Friday, 1 February 2019 to Monday, 4 March 2019 and can be viewed via:

  • City of Parramatta Administration Building, Ground Floor, 126 Church Street, Parramatta: Monday to Friday (8:30am - 4:30pm); and
  • Epping Branch Library, Chambers Court, Epping: Monday to Friday (10am - 9pm), Saturday: (9.30am - 12.00 noon) and Sunday (2pm - 5pm).
