Public Exhibition of a Planning Proposal with draft site-specific Development Control Plan (DCP) and draft Planning Agreement at 470 Church Street Parramatta.
The City of Parramatta Council is publicly exhibiting a Planning Proposal, with its respective draft site-specific DCP and draft Planning Agreement, for land at 470 Church Street Parramatta.
This Planning Proposal seeks to amend the Parramatta Local Environmental Plan 2011 (PLEP2011) to increase the maximum floor-space ratio (FSR) from 3:1 to 6:1 and increase the maximum building height from 24m to 80m, with an additional 15% Design Excellence bonus relating to the height and FSR allowable.
A revised Gateway Determination endorsed the reduced car parking rates as recommended by Council’s Parramatta CBD Strategic Transport Study.
The draft site-specific DCP proposes detailed guidelines on building setbacks, built form, design, massing and vehicular access.
The draft Planning Agreement is to enable Council to receive a monetary contribution towards the upgrades and delivery of new public domain and open spaces in the Parramatta CBD.
The draft plans and supporting information for the Planning Proposal will be publicly exhibited from 13 February 2019 to 15 March 2019, and can be viewed at:

Written comments are invited. All submissions received will be considered before a final decision is made by Council.
