Where Your Rates Go in 2025
Council has budgeted a total spend of $572.6 million in operating and capital expenditure in the 2025/26 financial year. This funding will contribute to continued service delivery and a strong program of capital works. In 2025/26, Council is budgeting for a net operating surplus (before capital grants and contributions, and loss/gain on asset disposals) of $1 million.
This budget has been endorsed following extensive community consultation, and like many in our community-we're carefully balancing rising costs with the need to deliver essential services, respond to local priorities, and continue building a vibrant and inclusive global city for everyone.
Key capital work projects include:
- Riverside Theatres redevelopment
- Carlingford Community Centre and Library
- Hunts Creek Bridge works
- Roads Renewal Program
- Newington Reserve upgrade
- Civic Link pedestrian boulevard
- Doyle Ground Sports Facility improvements
- Rydalmere Bowling Club refurbishment
- Community Recycling Centre

How are my rates calculated
Properties are assigned a category and in some cases a sub-category for rating purposes and these are shown on your Rates Notice.
Rates are calculated on the land value of a property. The land value for all properties is determined by the NSW Valuer General who issues a Notice of Valuation every three years.
Ordinary rates in the City of Parramatta are calculated on the land value of a property, multiplied by an adopted "rate in dollar" and are subject to minimum rates.
The Council's rate in the dollar is determined by dividing the total income for each category by the land value. This does not include properties subject to minimum rates.
