Planning Proposals

A planning proposal, also known as a rezoning application, is a request to amend a Local Environmental Plan (LEP). It must align with both the strategic intent of the Parramatta Local Environmental Plan and the broader guide to planning proposals provided by the NSW Department of Planning.

 Steps to Lodge a Planning Proposal

  1. Seek Preliminary Advice
    Seek initial advice from Council’s Land Use Planners through the submission of project overview and documentation for a potential Planning Proposal. This initial consultation is free.

  2. Request a Pre-Lodgement Meeting
    Book a meeting with Council’s Land Use planners and pay the required Pre-Lodgement consultation fees.

  3. Prepare Your Proposal
    Follow the NSW Planning & Environment’s LEP Making Guidelines and Council’s land use strategies. A 3D digital model is required for certain proposals. View 3D Data Requirements.

  4. Submit via the NSW Planning Portal
    Upload your proposal to the NSW Planning Portal and pay the required fees. Council will only consider it lodged once accepted via the portal and payment is confirmed.
