Draft Planning Control Options for All-Electric Buildings

        Council is inviting feedback to understand community and stakeholder preference for possible all-electric building controls options outside the Parramatta City Centre.
The opportunity for feedback concludes at 5pm on Monday 10 November 2025.
As the City of Parramatta continues to grow, we want to make sure that we are on track to achieve our Environmental Sustainability Strategy 2024 goal to reduce community emissions by 75% by 2038 (from 2016-17 baseline). 
One way to achieve this goal is to require new buildings to use electric appliances only, with no gas connections, except where electricity cannot serve a specific process or equipment. All-electric planning controls aim to:
- Cut greenhouse gas emissions
 
- Improve indoor air quality
 
- Lower operating costs
 
- Support better urban design
 
All-electric planning controls already apply to new buildings in the Parramatta City Centre.
The proposed changes in this public exhibition (Options 2 and 3) would only apply to future developments outside the City Centre, and not existing buildings.
The three options community are invited to provide feedback are:
Option 1: No changes – all new developments outside the City Centre will continue to have the option to include gas supply. The Sustainable Building SEPP will apply and require large commercial and certain State Significant developments to be fossil fuel-free by 2035.
Option 2: All new commercial and non-residential State Significant developments, with the addition of all new residential developments that are strata subdivided to be all-electric outside the City Centre.
Option 3: All new commercial and non-residential State Significant developments, with the addition of residential flat buildings to be all-electric outside the City Centre.
