Devlins Creek Bank Stabilisation

To help manage erosion, improve water quality, and increase biodiversity in our local waterways, City of Parramatta has planned a stormwater system upgrade and bank stabilisation project for Devlins Creek, Carlingford.
As a result of these works, the capacity of the stormwater system will be increased, with a greater flow of water being carried through the creek.
The project is designed to stabilise both sides of the tributary along a 100m length of the creek, from Lyndelle Place towards Ray Park, in Carlingford.
The work will focus on protecting adjacent properties from the risk of further erosion.
The project will also include weed removal and replanting the area with native species.

What’s happening?
From early 2026, City of Parramatta plans to begin a 26-week program to restore the tributary of Devlins Creek, from Lyndelle Place to Ray Park. Stabilisation and rehabilitation works will include:
- site clearing - weed removal and retention of native vegetation
- installing sandstone blocks and other erosion control products to stabilise and reinforce the creek banks and improve drainage
- planting grasses and shrubs along both sides of the creek to improve the quality of the stormwater discharged to Devlins Creek and the Lane Cove River catchment, and to encourage native wildlife.
Site restoration will be undertaken as required, including reinstating disturbed soil, installing fences, and additional planting.
Work hours and site management
- Work is expected to take place Monday to Friday from 7.00 am to 6.00 pm and Saturday 8.00 am to 1.00 pm. No work on Sundays or Public Holidays.
- Machinery on site will include excavators, loaders and trucks.
- City of Parramatta and its contractors will endeavour to minimise disruptions where possible.
- A fenced construction compound including a materials storage area will be created.
- Please note, for safety, an exclusion zone will be created around the work site.
- Some on-street parking may be unavailable during the project as easy access to the creek will be required.
What environmental protections will be in place?
There are 10 threatened ecological communities within 2 km of the proposed site, potentially 67 threatened species and 11 listed migratory birds.
Review of Environmental Factors (REF) assessments have concluded that the works would not create a significant impact on habitats.
- All environmental protection requirements, including noise mitigation, sediment control, protection of waterways, preservation of native trees and vegetation, appropriate waste removal etc. will be undertaken as required by the project’s NSW Planning and Environment approvals.
- As required, a Construction Environment Management Plan (CEMP) will be prepared prior to any construction works commencing. The CEMP will include relevant safeguards such as unexpected finds protocols, REF environmental safeguards and mitigation measures.
- Site management will incorporate best management erosion and sediment control practices.
- The rehabilitation of disturbed areas will be carried out immediately.
