Toongabbie Intersections
Project Background
In 2019, the NSW Government commenced a study to identify improvements to ease congestion at and near the Toongabbie Bridge. This study identified measures to address the traffic congestion and improve road safety and active transport. The study showed that congestion primarily stems from the intersections on both sides of the bridge. It recommended against upgrading the bridge across the railway as it would have minimal benefits to congestion and safety and come with significant costs.
In mid-2024, City of Parramatta Council (CoPC) and Cumberland City Council (CCC) each received $1 million in funding from Transport for NSW (TfNSW) to progress the detailed design and approvals of the infrastructure upgrades recommended by the study as detailed below:
- Localised widening to allow an additional southbound lane in Wentworth Avenue at Cornelia Road (to be undertaken by CCC).
- Replace the existing roundabout at the intersection of Fitzwilliam Road, Station Road and Wentworth Avenue with traffic signals (to be undertaken by CoPC).
- Widening Wentworth Avenue to two southbound lanes between the roundabouts and two northbound lanes approaching from the bridge to the roundabout (to be undertaken by CoPC).

Design Update
Council’s design contractor is currently completing the detail designs for both intersections within the Parramatta LGA. The indicative layouts of the two intersections are shown below.

The community will be invited to provide comments in the coming weeks on the detail design and the Review of Environmental Factors (REF) which will be considered by Council before the plans are finalised. This design, including environmental approvals, is on track for completion by mid-2026.
Update from Cumberland Council
Cumberland City Council has commenced consultation for road widening and an additional southbound lane in Wentworth Avenue at Cornelia Road. This work includes closing Junia Avenue (Service Road) at Cornelia Road. Submissions close on Tuesday 17 March 2026.
Note that this consultation does not include the proposed work on the north side of the railway line. City of Parramatta Council will commence consultation on these projects in March 2026.

Construction Update
The Federal Government has recently committed $25 million towards the construction of the above listed works which is expected to be made available for both councils at the start of the 2026/27 financial year. This funding will allow the councils to commence procurement with construction likely to commence in early 2027.
Both CCC and CoPC will be working together during the delivery of the works to ensure the staging of the construction has as little impact to the surrounding community as practical.
