Changes to DA Notification

Community input plays an important role in shaping the future of Parramatta. Following reforms introduced by the NSW Government, City of Parramatta has updated its development application (DA) notification and exhibition requirements to align with the new statewide Community Participation Plan. Effective 1 September 2026, these changes provide a clearer and more consistent approach to community consultation across NSW, helping residents understand when planning proposals will be publicly exhibited and how they can have their say on developments that may affect them.

Development types excluded from public exhibition

Applications for the development types below are excluded from public exhibition where the development does not require a variation to the height of buildings or floor space ratio under clause 4.6 of the PLEP 2023, or an equivalent provision.

  • Ancillary development to existing residential accommodation, including pools, sheds, pergolas and carports

  • Bed and breakfast accommodation

  • Change of use, excluding a change to a registered club or pub and development adjoining or located on residentially zoned land

  • Demolition

  • Dual occupancy of up to two storeys

  • Attached dwellings—up to five dwellings

  • Dwelling houses of up to two storeys

  • Multi-dwelling housing—up to five dwellings

  • Secondary dwellings

  • Exhibition homes

  • Extensive agriculture

  • Farm buildings

  • Home businesses, home industries and home occupations

  • Industrial retail outlets

  • Infrastructure facilities in the Alpine region

  • Internal and external alterations and additions to non-residential development

  • Internal and external alterations and additions to existing residential accommodation resulting in no more than two storeys

  • Kiosks

  • Repair and maintenance of recreation infrastructure, lifting facilities or snow-making infrastructure in the Alpine region

  • Roadside stalls

  • Rural workers’ dwellings

  • Signage, excluding signage adjoining or located in a residential zone

  • Subdivision resulting in no more than five new lots

  • Subdivision of land subject to an existing development consent for its current use

  • Temporary structures

  • Tree removal on private land

  • Applications to modify a development consent under section 4.55(1) of the EP&A Act

  • Applications to modify a development consent under section 4.55(1A) of the EP&A Act

  • Applications to modify a development consent under section 4.56(1) of the EP&A Act where there is minimal environmental impact
