Parramatta’s Local Environmental Plan and Development Control Plan contain controls which may need to be considered when landowners seek development approval on or near land with heritage protection.
The Parramatta Local Environment Plan 2023 (PLEP 2023) contains lists of heritage items and Heritage Conservation Areas.
This plan also provides controls to protect heritage and to clarify the procedures involved when considering development relating to heritage properties.
This includes requiring a consent authority to consider the potential impact of a development on heritage items or areas in the nearby vicinity.
The Parramatta LEP 2023 applies to most of the land of the City of Parramatta, but does not apply to Sydney Olympic Park which is subject to the planning provisions of State Environmental Planning Policy (Precincts– Central River City) 2021.

The Parramatta Development Control Plan (DCP) 2023 complements the PLEP 2023 by containing detailed controls to guide new work to heritage properties.
