Summary of Key Changes
Ending ‘No Grounds’ Terminations
Landlords must now give a valid reason to end a lease and provide notice.
Pets in Rentals
Tenants can apply to keep a pet. Landlords can only refuse for specific reasons. If no response is given within 21 days, the request is automatically approved. Pets are still subject to legal requirements from Council.
Rent Increases
Limited to once per year for all lease types.
No Extra Fees at Start of Tenancy
Tenants can’t be charged for background checks or lease preparation.
Rent Payments
Tenants must be offered bank transfer as a fee-free payment option. Alternative payment methods can be arranged, subject to approval from both tenant and landlord. Centrepay will also be available in future.
Why did these laws change?
These changes were informed by extensive consultation through the NSW Government’s Have Your Say platform, alongside input from tenants, landlords, advocates, and industry stakeholders. The new laws aim to promote fairness and strengthen protections for tenants, delivering on the NSW Government’s election commitments to create a more balanced and secure rental market.

Tenants must still follow local council rules on:
- Animal registration
- Number/type of animals allowed
- Property suitability for pets
