North Rocks Road is closed to northbound traffic until Friday 19 December 2025

North Rocks Road will be closed to northbound traffic until Friday 19 December 2025.

In accordance with the traffic conditions determined by Transport for NSW, North Rocks Road will be closed to northbound traffic from the intersection of Church Street/Windsor Road to the Woolworths’ driveway at The Mills shopping centre, North Parramatta.

Northbound motorists will be directed away from the construction site to detours via Pennant Hills Road, James Ruse Drive, and the Cumberland Highway.

Southbound traffic will be able to turn right into The Mills shopping centre and travel past the construction site to turn into Church Street or Windsor Road.

Digital message boards and signage will be installed advising of the closure.

Traffic controllers will be on site to manage access to The Mills shopping centre, to direct traffic to detours and assist southbound traffic travel through the construction zone.

This extended closure will allow accelerated work on the bridge replacement program including:

  • Works to the western half of North Rocks Road, removal of the existing culvert, reshaping the creek, and construction of the bridge deck
  • Asphalting, line-marking works in preparation for Stage 2 works (eastern side of the bridge).

Please note, there will be up to three (3) full-weekend closures of North Rocks Road during the five-week partial closure. More information will follow.

Two-way traffic is expected to be reinstated by Saturday 20 December 2025 when Stage 2 works are planned to begin. More information will follow.

October 2025

Five-week closure of North Rocks Road planned for late-October to early-December 2025

The next stage of the Hunts Creek Bridge replacement project will see a five-week closure of North Rocks Road.

The final program will be confirmed by Transport for NSW (TfNSW). However, it is likely that the work will take place late-October to early-December 2025.

North Rocks Road will be closed to northbound traffic from the intersection of Church Street/Windsor Road to the Woolworths’s driveway at The Mills shopping centre.

Motorists will be directed away from the construction site to detours via Pennant Hills Road, James Ruse Drive, and the Cumberland Highway.

During the shutdown, southbound traffic will be able to turn right into The Mills shopping centre and travel through the construction site to turn into Church Street or Windsor Road.

This extended closure will allow accelerated work on the bridge replacement program including:

  • Works to the western half of North Rocks Road, removal of the existing culvert, reshaping the creek, and construction of the bridge deck
  • Asphalting, line-marking works in preparation for Stage 2 works (eastern side of the bridge).

The community is advised to expect some delays and allow extra travel time.

Stage 2 works scheduled for early-December 2025 to late-April 2026 

While Transport for NSW is yet to confirm dates, it is likely that Stage 2 works will take place early-December 2025 to late-April 2026.

During this part of the program, there will be no detours in place. Two (2) lanes will be open allowing traffic flow in both directions.  

The work will focus on the eastern side of the bridge and include removal of the existing culverts, reshaping the creek, and construction of the bridge deck. As well as asphalting, line-marking, and utility connections.

While most of the work is planned to take place Monday to Friday 7am to 5pm and Saturdays 8am to 1pm, nightworks and weekend work may be required.

The community is advised to expect some delays and allow extra travel time.
The schedule is subject to Transport for NSW approval, weather, and site conditions. Further information, including confirmed dates, will follow.

Stage 3 works scheduled for April to June 2026

While Transport for NSW is yet to confirm dates, it is likely that Stage 3 works will take place from April to June 2026.

The stage of works will see reinstatement of utilities and driveways, line-marking, completion of the bridge and footpath, site clean-up and the re-opening of North Rocks Road. Traffic flow returns to normal.

Detours

During the weekend shutdown from 8pm Friday 10 October to 5am Monday 13 October 2025, North Rocks Road will be closed from the Church Street / Windsor Road intersection to the Woolworths’ driveway at The Mills shopping centre. Detours will be in place.

The full detour (via Pennant Hills Road, James Ruse Drive and Cumberland Highway) is anticipated to add approximately 20 to 30 minutes to travel time. Please refer to the map below.

Traffic controllers will be on site to manage traffic flow and access to The Mills shopping centre. Motorists are advised to avoid the area if they can, expect delays, and allow extra travel time.

Arrangements for buses and emergency service vehicles

Buses and emergency service vehicles will be able to access North Rocks Road (through the construction site in both directions) during all stages of the project.

Arrangements for large vehicles

To assist with traffic management, Bettington Road and Stratham Avenue can be used by vehicles up to 8-tonnes during the construction period.

Vehicles more than 8-tonnes will be required to use arterial roads that support their loads, i.e. Pennant Hills Road, Cumberland Highway, Windsor Road.

September 2025

Nightworks extended until 30 September 2025

Due to unexpected finds and recent heavy rains, the already complex Hunts Creek Bridge replacement program has become more complicated resulting in the program experiencing some delays.

While the 15 to 18 August shutdown of North Rocks Road achieved works as planned, it is now necessary to extend the nightworks program until 30 September 2025.

The nightworks will be scheduled for up to five (5) nights a week, beginning at 8pm each day. Traffic controllers will manager two-way traffic, and North Rocks Road will be reinstated for normal use by 5am each day.

Throughout the September nightworks program, the focus of work will be on:

  • essential utility cut-cover, including Telstra upgrades
  • Jemena Gas will finalise the high-pressure gas main tie in and cutover works.

Weekend closure of North Rock Road Friday 10 to Monday 13 October 2025

Transport for New South Wales (TfNSW) has confirmed the next weekend shutdown of North Rocks Road will take place from 8pm Friday 10 October until 5am Monday 13 October 2025.

The road will be closed from the intersection of Church Street/Windsor Road to the Woolworths’ driveway at The Mills shopping centre.

Traffic controllers will be on site to manage detours and access to the centre. 

The schedule is subject to TfNSW approval, weather, and site conditions.

August 2025

The August shutdown of North Rocks Road (from 8pm Friday 15 August to 5am Monday 18 August) successfully achieved the planned works program.

Throughout the closure, several crews were on site, completing various works - as detailed below - coordinating activities and managing shift handovers throughout the entire weekend, day and night.

As part of Transport for NSW requirements, the teams including contingency crews, needed to comply with safety and traffic management protocols. They managed traffic control setup and monitoring, for both the site and the detours, and had to be ready to respond to any site incidents or environmental changes.

The weekend was a critical phase in the Hunts Creek Bridge replacement works, which required extensive concrete preparation and curing, and coordinating the progress of works as each stage was completed.

The Hunts Creek Bridge project is extremely complex and has experienced some issues due to unexpected finds and abysmal weather. However, our specialist contractors are continuing to work through the program and will keep looking for ways to safely accelerate the project where possible.

Concrete works:

Concrete preparation commenced Friday 15 August at 8.00 PM and continued until Saturday 16 August at 1.00 PM. Concrete pouring began Saturday afternoon, followed by a mandatory 24-hour curing period to achieve structural integrity.

During the curing phase, workers remained on-site to monitor the curing process and ensure no environmental or safety breaches occurred. They also maintained traffic control as per Transport for NSW requirements.

Sydney Water cutover:

The weekend’s activities also included Sydney Water cutover works, which involved disconnecting and reconnecting the mains. This component of the program required coordination between multiple teams and additional personnel on standby.

June 2025

Weekend shutdowns and nightworks – July 2025 To enable work on the construction of Hunts Creek Bridge to continue, a section of North Rocks Road will be closed from 8pm Friday 11 July to 5am Monday 14 July.

  • North Rocks Road will be closed between Church Street / Windsor Road to the Woolworths’ driveway at The Mills shopping centre, North Parramatta.
  • For northbound traffic, detours will be in place via Pennant Hills Road and James Ruse Drive.
  • For southbound traffic, detours will be in place via Stratham Avenue and Bettington Road.
  • Traffic controllers will be on site to manage traffic flow around the construction site.
  • Motorists travelling south on North Rocks Road can turn right into the Woolworths’ driveway at The Mills shopping centre.
  • Customers will exit left out of Woolworths. No right turn.
  • Traffic control will be in place at the Woolworths’ driveway to manage access in and out.
  • Access through the work zone will be facilitated for buses and emergency services vehicles.
  • Avoid the area if you can.
  • Expect delays.
  • Allow extra travel time.

Note: Nightworks will continue until 30 August 2025. Another weekend closure is anticipated for late-July or August (to be confirmed).

April 2025

April update - nightwork extended to June 2025

Nightwork on Hunts Creek Bridge, planned to end in April, is now extended to June due to unexpected finds.

While extensive utility searches were undertaken, differences in the ground conditions and the actual location of services on site - compared to our underground investigations work - is further complicating the complex relocation and reconnection of utilities planned for this phase of the project.

As nightwork continues, two-way traffic will be maintained. Nightwork will take place from 8pm. North Rocks Road will be reinstated by 5am each day.

Weekend closures of North Rocks Road - with detours - are now expected to be staged in June and July. However, this schedule will be subject to completion of the utility relocation work.

Further updates, including dates of the closures, will be provided as soon as a new program is confirmed.

Detours will be in place on selected weekends in June and July 2025 (subject to the completion of night works). North Rocks Road will be fully closed from intersection of Church Street, Windsor Road and North Rocks Road, to the Woolworths’ driveway. Detours will be in place.  Please note there is a change to the detour from Church Street. Northbound traffic will no longer be able to turn right into Pennant Hills Road.

February 2025

Nightworks Monday 17 February to mid-April 2025

Work begins 8pm each evening with North Rocks Road reinstated by 5am the next day.

  • Signage, including electronic signage, will be installed to advise of the works and lane closures.
  • Two-way traffic will be maintained. However, some temporary lane closures will be in place, and this may cause delays. Traffic controllers will be on site.
  • Work will begin at 8pm, with North Rocks Road reinstated to normal traffic flow by 5am each day.
  • The most noise-intensive work will be scheduled to take place before 11.30pm, with noise mitigation measures in place throughout the work.
  • Large metal road plates were installed during the weekend shutdown which took place Friday 7 to Monday 10 February 2025.
  • The metal plates will provide a smooth surface for vehicles travelling along North Rocks Road.
  • There will be up to five (5) night shifts per week. Residents and businesses will be advised of any changes to the program.

Weekend closure Friday 7 February to Monday 10 February 2025

Transport for NSW has approved a revised traffic plan and program. Please see below or download the PDF for more detailed information. Answers to frequently asked questions can be found below.

  • There will be a full closure of North Rocks Road between Church Street/Windsor Road and the Woolworths’ driveway at The Mills Shopping Centre from 9pm Friday 7 February to 5am Monday 10 February 2025.
  • Traffic controllers will be on site. Dynamic signage and project signage are also in place.
  • Motorists will be able to travel southbound along North Rocks Road and turn right into The Mills Shopping Centre/Woolworths. When exiting, customers will only be able to turn left onto North Rocks Road (no right turn).
  • Motorists will not be able to travel through the construction site to access Church Street/Windsor Road from North Rocks Road.
  • Detours will be in place diverting motorists away from North Rocks Road. Traffic from Windsor Road will be diverted to James Ruse Drive.
  • Expect delays and allow extra travel time.
  • There are alternative arrangements for heavy vehicles. Vehicles 8T or less will detour via via Bettington Road and Statham Avenue.
  • Vehicles more than 8T will be required to use arterial roads that support their loads, i.e. Pennant Hills Road, Cumberland Highway, Windsor Road.
  • Rangers will be patrolling in the area during the weekend closures enforcing load limits.

Construction works start 20 January 2025

Hunts Creek Bridge Works

Following formal approval from Transport for NSW, the City of Parramatta is starting construction of a single-span bridge on North Rocks Road, adjacent to the Woolworths’ carpark driveway at The Mills Shopping Centre, North Parramatta. 

The existing 1960s stormwater culverts in Hunts Creek will be replaced, with this important major works program helping to keep our community safe.  

Council has engaged Abergeldie Complex Infrastructure (Abergeldie), to carry out the work on our behalf. 

About the work

Construction work will start at night (8pm) on Monday, 20 January 2025.

Transport for NSW has approved the revised traffic plan, and program (please see below or download the PDF for more detailed information). 

The schedule of works includes periods of standard working hours (Monday to Friday 7.00am to 5.00pm and Saturday 8am to 1pm); Night works (8pm to 5am); and weekend shutdowns (9pm Friday evening to 5am Monday morning). 

During the works, there will be changed traffic conditions on North Rocks Road including lane closures. Please expect delays and allow extra travel time.

We have been able to revise our work program which previously required a six-month shut down of the northbound lane on North Rocks Road between Church Street / Windsor Road and the Mills Shopping Centre driveway, to a one-month closure with detours. The new program significantly reduces the impact on road users and the local community.

  • Full closure of North Rocks Road between Windsor Road and the Woolworths’ driveway from 9pm Friday 7 February to 5am Monday 10 February.
  • Detours will be in place for motorists.
  • Motorists will be able to travel south along North Rocks Road and turn right into Woolworths.
  • Customers will only be able to turn left when exiting Woolworths. No right turn from Woolworths onto North Rocks Road.
  • Expect delays and allow extra travel time. 

Arrangements for buses

We will notify residents and businesses prior to further night works, road closures, and weekend shutdowns on North Rocks Road. 

November 2024

Following formal approval from Transport for NSW (TfNSW) work on Hunts Creek Bridge is now expected to begin in early 2025.

The new program will reduce the northbound closure of North Rocks Road from five months to one month and will see a series of night work and weekend work programs.

The work program in early 2025 will include installation of construction signage and Variable Message Signs, minor saw-cutting of the road pavement at the piling locations on North Rocks Road, as well as pre-programming of the existing traffic signal controllers in preparation for the works.

The main works at the site are expected to commence in February 2025.

Due to the scale and complexity of the work, regrettably noise and disruption will be unavoidable. However, we will keep the community informed of the work schedule, and will work closely with our contractors and TfNSW to minimise the impact to residents, businesses and motorists as best we can.

September 2024

Work on Hunts Creek Bridge is now expected to begin in September, subject to formal review and approval from Transport for NSW (TfNSW).

While discussions with TfNSW continue, work on Hunts Creek Bridge is now being planned as a series of nightworks and weekend road closures. This revised program will reduce the northbound closure of North Rocks Road from five months to one month.

Due to the scale and complexity of the work, regrettably noise and disruption will be unavoidable. However, we will keep the community informed, and work closely with our contractors and TfNSW to minimise the impact to residents, businesses and motorists as best we can.

At this stage, we anticipate road occupancy approvals being granted by TfNSW in August 2024. Once these approvals are granted, City of Parramatta will re-activate its communications program to ensure the community is aware of the new project schedule and can adequately plan to prepare for the upcoming works and associated disruptions.

July-August 2024

Construction of Compound on 28A Bourke Street & Update to Major Works Schedule

Compound construction Monday 5 August to Friday 16 August 2024, 7am to 5pm

In order to centralise storage for the upcoming Hunts Creek Bridge project, Council’s contractor Abergeldie will establish a compound in the open reserve at 28A Bourke Street adjacent to the intersection of Jeffrey Avenue, North Parramatta.

This large compound will hold materials and equipment etc and will be in place until completion of the project in late-2025.

It is expected that there will be some noise from machinery throughout the construction period and intermittent traffic disruption. However, once the compound is secure, it is unlikely that use of the compound will cause any significant disruption.

Works program

From Monday 5 August to Friday 16 August 2024 there will be truck movements and minor noise from machinery through the site compound establishment period.

During the construction of the compound, work will be between 7am and 5pm each day.

Delivery of concrete bridge planks will take place from Monday 19 August 2024 through to Wednesday 21 August 2024. Delivery trucks and a crane will be in operation from 6am to 5pm.

City of Parramatta will make every effort to complete this work as quickly, and safely, as possible. We appreciate there may be some inconvenience and ask for your patience.

June 2024

In February 2024, we advised the community of planned work for Hunts Creek Bridge. 

Hunts Creek Bridge is an extremely complex project which requires partial road closures and extensive detours. 

When Transport for NSW approved preliminary works in March, we anticipated the major works program would commence in May and require North Rocks Road between Windsor Road / Church Street and the Woolworths carpark driveway to become one-way for five months. To prepare residents, businesses and motorists for the change, City of Parramatta began communicating with the community to raise awareness around the upcoming works and the proposed alternative arrangements.

City of Parramatta is still in discussions with Transport for NSW about the major works program. Together, we’re looking for ways to reduce the impact on neighbouring businesses and residents of North Rocks Road and create a program that results in fewer disruptions for motorists. 

Following recent discussions with Transport for NSW, City of Parramatta believes with a series of scheduled nightworks and a program of weekend road closures, we can reduce the partial northbound closure of North Rocks Road to one month.

At this stage, we anticipate work will begin late-August 2024. As soon as Transport for NSW provides the relevant approvals to allow for program details to be confirmed, City of Parramatta will re-activate its communications program to ensure the community is aware of the new Hunts Creek Bridge schedule of works and can plan to avoid the area if possible or allow extra travel time.

Previous completed works

11 July to 14 July 2025 - utility cut-overs

North Rocks Road was closed from 8pm Friday 11 July to 5am Monday 14 July. North Rocks Road was closed in both directions between Church Street / Windsor Road to the Woolworths’ driveway at The Mills shopping centre, North Parramatta.

Work focused on essential utility cut-covers including Telstra upgrades. Sydney Water began final cut-over activities including chlorination to disinfect the newly-installed water mains to ensure water is safe to drink. Jemena relocate the gas mains.

 

5 April to 4 June 2025 - night works and utility relocations

Night works were undertaken from 5 April to 4 June with work taking place Monday to Saturday 8pm to 5am. This program focused on several utility relocations. During the works, two-way traffic was maintained with traffic controllers diverting traffic around the site.

All lanes on North Rocks Road were reinstated by 5am each day, allowing motorists to use the road as normal.

7 February to 10 February 2025 - full weekend closure

The Hunts Creek Bridge project moved into the next stage with a full closure of North Rocks Road between Windsor Road and the Woolworths’ driveway from 9pm Friday 7 February to 5am Monday 10 February.

Dynamic and static signs advised of the closures and detours. There were arrangements for heavy vehicles up to 8T and alternative arrangements for vehicles more than 8T. Rangers patrolled the area, and police were on standby to assist with any traffic issues.
Motorists could travel south along North Rocks Road and turn right into Woolworths. Customers could only turn left when exiting Woolworths. No right turn from Woolworths onto North Rocks Road.

These arrangements will be repeated for weekend closures in April and May and for the expected full-month closure in June 2025.

20 January to 23 January 2025 - night works

Night works began at 8pm Monday 20 January and continued each evening to 5am, Works were completed Thursday 23 January.

One (1) lane was open on North Rocks Road, Church Street and Windsor Road to the intersection of these roads.

Traffic controllers were in place managing traffic in both directions.

27 February to 12 March 2024 - utilities investigations and night works

Night works were undertaken from 27 February to 12 March with work taking place Monday to Saturday from 8pm to 5am. During the program, which focused on mapping utilities, two-way traffic was maintained with traffic controllers diverting traffic around the works.

All lanes on North Rocks Road were reinstated by 5am allowing motorists to use the road as normal.
