Rates are used to provide essential infrastructure and services. If you own a home or business property you will pay rates to Council, unless your property (a church, school or hospital, for example) is exempt from rates. These rates are determined in accordance with the provisions of the Local Government Act 1993.

Fees and charges are incurred for all chargeable services, requests, applications, approvals, licences, hire bookings and memberships. Fees and charges are determined by Council each year and contribute towards helping us provide essential services and facilities for the City of Parramatta.

Your rates contribute to the building of new facilities, improving infrastructure and protecting the environment in the City of Parramatta through:

  • waste collection, recycling and street cleaning
  • local roads, guttering, signage and drainage maintenance
  • cycleways, pools, golf and tennis courts
  • 269 parks, playgrounds, gardens, 32 sports fields and 52 nature reserves
  • 6 libraries, childcare centres, range of community services for the elderly and youth, and neighbourhood safety projects
  • community festivals, arts and cultural assistance, Parramatta Riverside Theatres, heritage and visitor information centres
  • town planning, landscaping, development applications, building inspections and construction certificates.

How to pay your rates

There are different ways to pay your rates:

  • Customer Service at PHIVE Building Opening Times are:

    Monday to Thursday, 9am – 8pm

    Friday to Sunday, 9am – 5pm

    Payment can be made by cheque or EFTPOS. For cash transactions please visit Australia Post.

  • Take your rates notice to any Australia Post outlet.

    Payment can be made by cash, cheque or EFTPOS.

  • Call 9770 3415, this is an interactive voice recognition (IVR) service where you respond to the prompts with:

    1. Customer Reference Number (This must be 8 characters, add a zero in the front if less than 8 characters)

    2. Credit card number, expiry date, and CVV number (last 3 digits on the back for a Visa and Mastercard) or Amex CID (4 digits on front of the card)

    3. Amount you wish to pay

    Please record the receipt number issued.

    Please do not staple the cheque to payment slip. For your information, make sure you record the payment details, date of payment, cheque number and the amount paid on the reverse side of your rate notice.

  • Centrepay is a voluntary bill-paying service which is free for Centrelink customers. Use Centrepay to arrange regular deductions from your Centrelink payment. 

    You can start or change a deduction at any time. The quickest way to do it is through your Centrelink account online.

  • Register to receive your rates notice by email in three easy steps:

    1. Go to Registration page
    2. Enter in your details including email address.
    3. Check your email inbox and click the validation link.

    Once completed future notices will be sent via email. For further information please click ‘Your Rates Online’. 

  • Council rates are a property tax and are a vital source of Council revenue.

    Rates are used to provide essential infrastructure and services. This includes footpaths, resealing roads, and stormwater drainage as well as community facilities (parks, gardens, libraries, and pools).

  • Properties are assigned a category and in some cases a sub-category for rating purposes and these are shown on your Rates Notice.

    Rates are calculated on the land value of a property, which is determined by the NSW Valuer General who issues a Notice of Valuation every 3 years. This is multiplied by an ‘adopted-rate-in- dollar’ which is determined by Council by taking the total amount of money to be raised in general rates and dividing it by the total value of all rateable properties.

  • The Council has categorised all rateable properties in accordance with s514 of the LG Act 1993 to be within one of the following rating categories.

  • If you don’t agree with the Council’s categorisation of your property, you can fill out the Application for Change in Rating Category form to request a review.

  • The NSW Valuer General is the statutory independent valuing authority in NSW. The the valuation process is something the Council cannot influence.

  • Council’s existing Rates Hardship Policy will be available to assist ratepayers who are eligible for assistance.

    Ratepayers can also apply via email at rates@cityofparramatta.nsw.gov.au to pay their rates using an instalment plan instead of paying them as a lump sum.

  • The COVID-19 pandemic in 2020 has changed the way people perform transactions. There has been a reduction in cash and cheque payments across all council facilities. 

    Cashless transactions will provide safer ways to conduct business. Cashless transactions will improve hygiene and improve security; furthermore, this will create operational efficiencies, which allow resources to be focused on other Council services which benefit our community.

  • If you wish to pay by cash or cheque or do not have access to technology, payment of Rates can be made at any Australia Post outlet. You can set up a direct debit for rates payments and other council services. 

    PHIVE will be open 7 days a week if you wish to make a cashless payment.

  • Yes, it is. Any organisation can set the terms of payment for services provided; this includes declining payment requests by cash or cheques at Council facilities. 

    If you wish to pay by cash or cheque payments can still be used for the payment of Rates at any Australia Post outlet.
